This position performs advanced accounting duties in the areas of federal financial reporting, financial analysis, federal budget projections and general accounting at the advanced level. Analyzing and interpreting complex data, preparing highly complex expense and reconciliation reports. Provides oversight related to interpretation of federal regulation, internal agency policies and procedures and state rules and regulations to department staff for federal grant applications, federal budget requests and state plan amendments to ensure compliance with complex federal and state regulations, governmental accounting and auditing standards, mathematical accuracy, and completeness. Reviews department sub-recipient agreements to determine if all federal sub-recipient criteria contained in circulars and other appropriate federal regulations are satisfied. Prepares federal financial reports adhering to process and procedures to ensure compliance with federal and state rules and regulations. Provide comprehensive financial oversight: programmatic support (including filling of federal financial reports, review of grant applications, pre-award compliance) in the day-to-day administration of numerous large and small federal grant programs. Provide review of the sub-award of funds to numerous external organizations. Administer various smaller grants from other funding sources.

Minimum Qualifications
Training: Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.


Experience: Four (4) years of full-time or equivalent part-time paid experience in professional accounting, statutory accounting, auditing work, forensic accounting, public accounting, investigative and/or forensic auditing, certified fraud examining, or other directly related accounting.


Substitutions: (1) Master's degree in accounting may substitute for two (2) years of the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and two (2) years of the required experience.
