Job Duties:
• Establishes Cash Management Division objectives.
• Develops, oversees, and manages cash management policies and procedures.
• Provides guidance to both top management and all cash management staff on division matters.
• Proposes any legislative changes necessary for the banking needs of the State.
• Responsible for the submission of appropriate cash and investment documentation for external audits of the State and individual agencies.
• Participates and assists in the coordination, direction and functionality of the state-wide accounting system.
• Participates in the development and final issuances of RFI, RFQ, and RFP documents.
• Assists in the evaluation and implementation process for major Cash Management contracts; executes Cash Management contracts and renewals.
• Monitors contracts for vendor compliance; coordinates with STO purchasing on purchasing related items.
• Coordinates, develops, and implements Cash Management disaster recovery and incident response plans.
• Reviews and analyzes Cash Management, STO and State of WV financial data and reporting documents. Provide any resolutions to issues found or implement any changes that need to be made.
• Reviews and analyzes applicable WV Code to determine proper compliance.
• Coordinates with STO Legal on any Cash Management related issue.
• Analyzes, coordinates, and develops action plans for any issues arising during the normal course of business.
• Plans, develops curriculum, and presents at the annual Cash Management conference.
• Presents training and cash management functions to various state agencies, associations, and groups.
• Serves on any national or State boards, commissions, or committees as authorized or assigned by the Treasurer.
• Acts as a liaison to state agencies, financial institutions, and the legislature; compiles information related to Cash Management functionality and any proposed changes and fiscal notes.
• Produces, analyzes, and interprets financial reports for top management and legislature.
• Assists with the preparation of the annual Cash Management budget, appropriation requests, and expenditure schedules.
Minimum Qualifications:
Bachelor's degree from four-year college or university with a major in accounting required; eight to ten years related experience and/or training; or equivalent combination of education and experience. Must be a Certified Public Accountant, Certified Cash Manager, or Certified Treasury Professional.
Required Knowledge, Skills, and Abilities:
• Knowledge of generally accepted professional accounting and auditing principles and practices.
• Knowledge of principles, practices, methods, and techniques of government accounting and auditing.
•
• Knowledge of the Microsoft Office Suite and other computerized applications.
• Ability to plan, organize, direct, implement and evaluate work and projects in a highly specialized accounting environment.
• Ability to supervise the work of subordinate supervisors.
• Ability to design and evaluate internal accounting systems; to review vendor proposals for internal accounting systems.
• Ability to compile, prepare, and analyze complex reports and statements of financial data.
• Ability to evaluate operational situations and analyze data and facts in preparation for administrative and policy decision.
• Ability to adapt and apply established accounting methods to complex accounting transactions.
• Ability to prepare and make presentations on Cash Management operations for management, legislators, and state officials.
• Ability to communicate effectively, orally and in writing.
Preferred Knowledge, Skills, and Abilities:
• Knowledge of State government organization, programs and functions.
• Knowledge of wvOASIS accounting/financial ERP system.
• Knowledge of banking rules and regulations.
• Knowledge of the State’s budgeting, revenue collection and disbursement process.
• Knowledge of the banking and accounting functionality of each Cash Management section.
