Nature of Work

Under limited supervision of the Director of the Division of Accounts Receivable, responsible for coordinating, auditing, and balancing of remote statewide deposit system. Monitoring and coordinating the year end GAAP reporting for local bank accounts and monthly desk review of the Emergency Assistance accounts. Post funds received from outside agencies, bureaus, and offices within DHHR, process and maintain payment records for programs provided through DHHR funding. Create payment documents for programs within DHHR and providing the documentation that verify payments are due vendor/clients. Intercept payment for providers/vendors in accordance to request for IRS liens. Prepare and process documents in WVOASIS to distribute the funds intercepted to appropriate creditors. Record invoices and payments for economic service workers: prepare and process payment documents to appropriate funds, record outstanding balances for facilities having economic service workers. Maintain end review outside bank account records for the field offices within DHHR, working with local office to correct and maintain accurate account balances. Coordinate outside bank accounts within DHHR local offices and facilities, in conjunction with WV State Treasurer's Office. Research and resolve issues with outstanding checks issued through DHHR programs/systems. Collect and review, the information related to outside bank accounts, economic services workers, outstanding invoices owed DHHR to complete forms for
yearly reporting. Coordinate supply and distribution logs for forms involving negotiable at the local office level. Maintain warrant registers paid through DHHR programs.

Minimum Qualifications

Training: Graduation from a standard four-year high school or the equivalent.

Experience: Four years of full time or equivalent part time paid bookkeeping, accounting, or related experience.

Substitution: Successful completion of college-level accounting courses from an accredited college or university may be substituted at the rate of three semester hours equals six months experience;

OR

Successful completion of related business school or vocational training may be substituted for the experience through an established formula.
