We are seeking a dynamic executive to serve as the Director of the Division of Cash Management. Operating under the strategic direction of the Director of the Office of Grants Management, you will lead the financial heartbeat of our agency, ensuring that state and federal funds flow seamlessly to support vital health and human services initiatives.

The Impact You Will Make In this high-visibility leadership role, you will be the primary steward of the department’s liquidity and compliance frameworks. Your core mission is to optimize cash operations across the Departments of Health, Health Facilities, and Human Services.

Key responsibilities include:

  • Strategic Cash Management: Drive the continuous, reliable availability of cash necessary for the daily operations of critical statewide health and human services programs.
  • Compliance & Governance: Oversee the agency’s strict adherence to the Federal Cash Management Act and state laws, maintaining the highest standards of financial integrity.
  • External Liaison & Coordination: Serve as a key point of contact for external stakeholders by managing compliance and coordinating essential financial reports with the State Treasurer’s Office.
  • Fiscal Closure Excellence: Oversee the accurate preparation and timely submission of critical financial data to the Department of Administration’s Financial Accounting and Reporting Section (FARS) unit for the closing of books.

Team & Collaboration You won’t do it alone. As a manager, you will direct and empower a dedicated, professional staff of two Accountant/Auditor 4 specialists. Together, your team will balance regulatory rigor with operational agility, maintaining the baseline financial health of the department’s extensive portfolio.

Qualifications We Look For

  • Proven leadership experience in complex corporate or public-sector fund management.
  • Deep knowledge of state and federal cash operations, asset positioning, and compliance standards like the Federal Cash Management Act.
  • Exceptional collaborative skills, with a track record of coordinating successfully with entities like state treasuries or specialized accounting modules.
  • An expert eye for detail, particularly during heavy reporting periods and fiscal year-end closings.

Minimum Qualifications Training: Graduation from a regionally accredited college or university with a degree in the area of assignment. Substitution: Experience as described below may substitute for the training requirement on a year-for-year basis. Experience: Five years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment. Special Requirement: A valid driver’s license may be required.
