About the Opportunity Are you a visionary financial executive ready to make a profound impact on statewide public health and human services? The Office of Budgets is seeking a dynamic, executive-level leader to serve as the Director of the Office of Budgets.

In this pivotal role, you will direct, coordinate, and champion all budget-related functions for three critical state entities: the Department of Health (DH), the Department of Human Services (DoHS), and the Department of Health Facilities (DHF). Leading a dedicated multi-disciplinary team of professional, technical, and clerical staff, you will serve as the chief budgetary voice and primary departmental liaison to state legislative committees, executive bodies, and governmental partners. Key Areas of Impact Strategic Budget Leadership & Strategy

  • Master Complex Fiscal Ecosystems: Manage, align, and optimize a sophisticated multi-departmental budget supporting a diverse array of vital statewide programs across various bureaus.
  • Drive Financial Planning: Direct the master preparation of the departments’ detailed expenditure schedules and lead the formulation of annual appropriation requests.

Data-Driven Insight & Executive Consultation

  • Empower Executive Decision-Making: Develop, analyze, and translate intricate budgetary data into actionable insights for the Secretaries, Deputy Secretaries, Chief Operating Officer, Chief Financial Officer, and Chief Budget Officer.
  • Provide Expert Advisory Services: Serve as the internal consulting authority, offering expert funding guidance, assistance, and strategic financial advice to management and operational staff across all departmental bureaus.

Stakeholder Collaboration & Compliance

  • Serve as Chief Liaison: Represent the departments before legislative and executive bodies, navigating high-level discussions and presenting clear financial strategies.
  • Uphold Financial Integrity: Coordinate directly with the State Budget Office, the Auditor’s Office, and legislative representatives to guarantee seamless compliance with federal, state, executive, and legislative requirements.

The Ideal Profile To succeed in this executive-level environment, you must possess:

  • Comprehensive Financial Knowledge: An expert-level understanding of accounting principles, financial accountability standards, and state/federal regulatory frameworks.
  • Operational Insight: The ability to rapidly master and comprehend the nuanced programs operated by the DH, DoHS, and DHF.
  • Proven Leadership Ability: A track record of successfully directing multi-disciplinary teams and managing large-scale, complex budgets within high-level government or corporate structures.
  • Exceptional Communication: Masterful interpersonal and presentation skills necessary to build consensus and advocate effectively before executive and legislative entities.

Minimum Qualifications Education & Training

  • Graduation from an accredited four-year college or university with a bachelor’s degree in the area of assignment (e.g., Finance, Accounting, Business Administration, Public Administration, or a closely related field).

Required Experience

  • Six (6) years of full-time or equivalent part-time paid administrative or supervisory experience in the area of financial assignment.

Allowable Substitutions

  • Experience for Education: Additional qualifying administrative or supervisory experience as described above may substitute for the required four-year college training on a year-for-year basis.
  • Professional Certification for Education/Experience: Current certification or registration as a Public Accountant (CPA) in West Virginia may substitute for the required four-year college training plus two (2) years of the required experience.
